RIJAG Representative Director Takeo Harada Participates in UN-Related AI Governance Dialogue

Takeo Harada, Representative Director of the Research Institute for Japan’s Globalization (RIJAG), an affiliated organization of the Institute for International Strategy and Information Analysis, Inc. (IISIA) and a holder of Special Consultative Status with the United Nations Economic and Social Council (ECOSOC), participated as a stakeholder speaker in the “Third Informal Stakeholder Consultation on the Global Dialogue on Artificial Intelligence Governance” held on May 12, 2026 (EDT).
The consultation formed part of the ongoing international consultation process on AI governance being advanced within the framework of the United Nations system and related organizations, including the International Telecommunication Union (ITU). It was positioned as a preparatory dialogue toward the “Global Dialogue on Artificial Intelligence Governance” scheduled to take place in Geneva in July 2026.
RIJAG participated in the consultation as an international NGO holding Special Consultative Status with ECOSOC.
Mr. Harada spoke during the final session as the 234th registered speaker and introduced the perspective of “AI-enabled governance” — a concept focused on redesigning governance capacity itself through AI.
In his intervention, Mr. Harada argued that AI governance discussions should not remain limited to regulation or risk management alone, but should instead be reconsidered from broader institutional perspectives, including:
- redesigning governance capacity in societies facing demographic decline,
- intergenerational knowledge transfer,
- linking local implementation with national governance capacity,
- interoperability among institutional systems in East Asia,
- and new regional cooperation architectures enabled by AI.
Furthermore, this proposal builds upon the same line of inquiry raised by Mr. Harada during the United Nations hearing process for candidates for the next Secretary-General in April 2026. RIJAG envisions positioning “AI-enabled governance” as one of the core themes in future discussions surrounding the Global Digital Compact and international AI governance frameworks.
The concept of “AI-enabled governance” also constitutes a central research theme in Mr. Harada’s ongoing contribution to the United Nations University AI series to be published by Springer Nature.
Under the framework of the “Pax Japonica Project,” RIJAG will continue contributing Japanese intellectual perspectives, policy concepts, and international dialogue toward the realization of a peaceful and sustainable international order.
