IISIA CEO Takeo Harada Speaks at the Ise Shimbun Political & Economic Forum

— Addressing Global Instability and the Future of Japan through the Lens of “AI-enabled Governance” —

On May 15, 2026, Takeo Harada, Founder and CEO of the Institute for International Strategy and Information Analysis, Inc. (IISIA), delivered a keynote lecture at the “Ise Shimbun Political & Economic Forum – May Session.”

The lecture was titled:
“Where Are the World and Japan Heading Amid Endless Instability? Key Focus Areas for the Second Half of 2026.”

The event brought together senior representatives from financial institutions, local governments, infrastructure operators, manufacturers, and regional economic organizations across Mie Prefecture, facilitating extensive discussion on geopolitical risks, economic transformation, and the future outlook for Japan and the international order.

During the lecture, Mr. Harada addressed major global developments including:

  • the war in Ukraine,
  • instability in the Middle East,
  • political developments in the United States,
  • inflation and rising long-term interest rates,
  • and Japan’s evolving defense and security posture.

He further introduced a three-layer analytical framework — the “Sky Perspective,” “Bird Perspective,” and “Human Perspective” — to explain the simultaneous transformation currently occurring across science, energy systems, finance, and institutional structures.

Toward the conclusion of the lecture, Mr. Harada presented IISIA’s evolving concept of
“AI-enabled governance,”
a framework exploring how governance capacity itself may be redesigned in response to demographic transition, institutional fragmentation, and geopolitical transformation in the AI era.
